Cyprus citizenship by naturalisation runs through pathways with very different timescales, and our team establishes which one you actually qualify for before you spend years on the wrong assumption. Which Pathway Applies to You

Standard Naturalisation by Years of Residence

The general pathway requires seven years of legal residence within the preceding ten, with the final twelve months continuous, plus B1 Greek and a civics element. Most third-country nationals use this.

Marriage to a Cypriot

Spouses follow a separate pathway under Article 110A, using a different form and different conditions.

Descent

Those with a Cypriot parent or, in defined circumstances, grandparent may claim by descent rather than applying at all.

The Standard Pathway in Detail

The Residence Calculation

  • Seven years of legal residence, counted within the ten years immediately preceding submission.
  • Absences of up to 90 days per year do not break the count
  • Time spent as a student is generally counted at a reduced rate
  • Periods without valid status do not count at all

The Continuous Twelve Months

The final year must be unbroken, and this condition was relaxed somewhat after applicants encountered practical difficulty with an absolute reading of it. Short absences no longer automatically destroy a file, though the underlying requirement remains.

Language Level

B1 is the standard, described as lower intermediate. This is a meaningful jump from elementary and takes most adult learners well over a year of part-time study. It is not waived for English speakers, however senior.

The Civics Element

Applicants must demonstrate a basic understanding of the modern political and social landscape here, tested alongside the language assessment.

The Accelerated Pathway for Skilled Employees

Who Qualifies

The pathway targets skilled staff employed by qualifying companies, typically those registered as foreign interest employers. Proven academic and professional qualifications form part of the test.

The Salary Condition

A stable monthly salary of at least €2,500 gross is required, demonstrating financial self-sufficiency.

Residence and Language

Shorter residence periods apply, paired with a Greek level. The twelve-month continuous requirement sits on top of whichever period applies.

Expedited Handling

An expedited channel exists, carrying a €5,000 fee, with a stated target of a decision inside eight months. That covers processing speed rather than the residence period itself.

Conditions People Miss

  • Entry and departure must have been through recognised ports and airports, never through those in the occupied areas.
  • A demonstrated intention to remain here
  • Genuine employment substance, not merely a payslip

Salary alone persuades nobody. The employment has to be real, and the file has to show it.

What Ended, and What Never Existed

The investment programme was abolished on 1 November 2020
No replacement investor scheme exists, and none is planned
The last discretionary pathway was repealed in December 2025
Nobody can buy a passport here, whatever they are told elsewhere

Property purchase can support settled status, which in turn builds the residence years that lead to an application. That is a long chain, not a shortcut, and anyone presenting real estate as a direct pathway is misleading you.

Language: The Part That Decides Most Files

Exemptions

Holders of a school leaving certificate or university degree taught in Greek are exempt from the language certificate requirement, following a 2024 amendment. That exemption covers a surprising number of people who assume it does not apply to them.

How Long Preparation Takes

  • Elementary level: typically six to twelve months of part-time study
  • Lower intermediate: eighteen months to three years for most adults
  • Examinations are held at set intervals, so timing matters

Start in year one. Applicants who leave it until the residence clock has nearly run find themselves waiting on an examination timetable rather than on the authorities.

Choosing the Right Form

M127 covers applications based on years of residence, under Article 111
M125 covers spouses of Cypriot nationals, under Article 110A

Filing the wrong one costs months. The official title of the first is the acquisition of Cypriot citizenship by naturalisation due to years of residence, which is why searches return that wording.

The evidence file matters more than the form. Gaps in year three surface at the decision stage, not before.

Family Members

Family of a successful applicant under the accelerated pathway may apply based on years of residence, after eight years within an eleven-year window, subject to the same continuous twelve-month condition.

Children who reach eighteen while a parent’s file is pending do not lose their entitlement.

What are the new rules for Cyprus citizenship?

The Civil Registry Law was amended in late 2023 and refined during 2024, introducing shorter residence periods for skilled employees of qualifying employers alongside the standard seven-year pathway. Language conditions were tied explicitly to residence length. A salary floor of €2,500 monthly applies to the accelerated pathway. Holders of Greek-taught academic qualifications gained exemption from the language certificate. An expedited processing channel carrying a €5,000 fee targets decisions within eight months.

How long does it take to get Cypriot citizenship?

Two clocks run consecutively. First the residence clock: seven years under the standard pathway, materially fewer for qualifying skilled employees. Then the processing clock: two to three years for standard files, with a target of eight months through the expedited channel. Total elapsed time from arrival to passport therefore runs roughly nine to ten years for most applicants, and considerably less for those using the accelerated pathway with expedited handling.

What is the 5 year rule for naturalisation?

Five years appears in some published summaries of the accelerated pathway, paired with elementary Greek, while other sources describe five years differently or not at all. The position has been amended more than once since 2023, and public sources disagree. Rather than rely on any figure found online, have your residence position audited against the Ministry of Interior’s current announcement, since the difference between pairings can mean an extra year or two of waiting.

How to apply for citizenship through naturalisation?

Establish which pathway fits and audit your residence years first. Achieve the required Greek level and obtain the certificate, or confirm you hold an exemption. Assemble the evidence file covering every claimed year, including permits, tax records, employment history and travel dates. Submit form M127 for residence-based files, or M125 where applying as the spouse of a Cypriot. Then wait, responding promptly to any request for supplementary material.

Does permanent residence lead to citizenship?

Indirectly. Holding settled status accrues legal residence years that count toward an application, but the two are separate things governed by different rules. Permanent residence carries no language requirement and imposes no presence obligation beyond a visit every two years. Naturalisation requires genuine, largely continuous presence plus language competence. Someone holding settled status while living mostly abroad accumulates permits, not qualifying years.

Can I keep my existing nationality?

Yes. Dual nationality is permitted here, so acquiring a Cypriot passport does not require renouncing anything. The constraint sits on the other side: your country of origin may prohibit dual status, and several do. Check that position before proceeding, since the consequences of an unintended renunciation fall outside anything an adviser here can remedy.
